Cluster mapping & baseline
Identify a contiguous cluster; document craft, raw-material chain and market gaps.

Pehchan onboarding & IA empanelment
Enrol artisans onto Pehchan cards; complete IA empanelment with regional DC office.
- 03Week 4 – 7
DPR & geographic justification
Cluster DPR with soft (skill, design) and hard (CFC, raw-material bank) interventions.
- 04Week 7 – 9
Submission to regional DC office
File via indian.handicrafts.gov.in; secure regional Asst Director's forwarding note.
- 05Week 9 – 28
PAMC & financial rationalisation
Defend project before PAMC; mega-cluster adds 4–6 months for DPR + SPV formation.
- 06Week 28 – 52
Implementation & impact reporting
Run skill batches; draw tranches via PFMS; file UC; complete social audit.
